The auto-dial modem port (TTA4:) needs the following added to the site
specific startup command file.  VAXNET can't set these up automatically
because they require privilege.

	$ SET TERM TTA4:/NOTYPEAHEAD/PERM
	$ SET TERM TTA4:/ALTYPEAHEAD/NOBROADCAST/PERM
	$ SET TERM TTA4:/TYPEAHEAD/MODEM/PERM

You must disable the normal typeahead buffer before enabling the alternate
typeahead buffer.  The normal typeahead buffer must then be re-enabled so
it can be used as an interactive port.  The port must be set /MODEM or else
VAXNET bypasses the auto-dial modem support.
