AVATU is made to work on V4.0.  The device allocation code has been commented
out since the tape is automatically allocated if it is mounted /FOREIGN as
it should be.  Also MTA0: has been changed to MUA0:  A quick edit pass will
change it back or to some other tape name.

I got calls from users wanting to rebuild AVATU and who did not have
access to way back DECUS tapes.  And since I have forgotten which tape
I pulled it from, I am inclosing the files required for rebuilding it.
I appologize to users who wanted ot used it but could not rebuild .
