  Then SEND utility will allow a user to send a one line message to
  another user that is logged onto the system. Messages are sent to the
  users terminal regardless of the terminal type or characteristics,
  unlike the VMS PHONE utilitiy. 

           $ SEND {/qualifiers} "message"

  This facility is also useful to users who wish to receive messages
  from their batch jobs. 

  This submission is a complete rewrite of the SEND facility from the
  83C SIG tape which was written for VMS 1.6.  This version has been
  developed and tested under VMS 4.2.

                       ******* WARNING *******

  There are some problems with the /USER qualifier.  It will work
  just fine for messages to yourself or to other users in your group.
  The /WORLD privilege is required on an account to send messages
  to users outside your immediate group.
