A single program is being developed which incorporates the existing functions
of the following Fermilab utilities:

   NEWS     -  Single page news items
   NOTICE   -  Single line messages repeated once, daily or always, per user,
               with start and expiration date. ( From DECUS tapes )
   BULLETIN -  Chronological index to half dozen recent TELL items
   HISTORY  -  Full chronological index to TELL items
   TELL     -  Announcements arranged in a Help library.

This program is currently in field test at Experiment E687 at Fermilab.

NEWS uses the PTY device driver from the DECUS symposium tapes, in order
to perform single character I/O to a spawned subprocess.  I would VERY much
prefer not do do this, but I know of no other technique for setting up a
shell program capable of doing single character (timed) I/O.
