	Added conversion of input strings to Upper case in START and EXPIRE
	  modules.  This allows specification of valid time strings even when
	  typed in lower case ( normally invalid ).
	Changed Notice header to < NEWS >
	Activated MAIL commands in NEWS from the Shell test product, moved
	  here as file NEWS.
	Added definition of NEWS symbol in SETUP.
