Newsart is a procedure which allows Computing Department staff members to
post items in the Fermilab Vax NEWS facility.  The procedure will prompt
for a one-line title, and the name of the file containing the item.  The
item will then be displayed on the terminal before final posting.  Items
should be kept to under one screen (about 22 lines) for the convenience
of the users. Permanent documentation for a product should not be placed
in news items, but rather in product HELP and other documents.
