UPDTSC adds  Cyber style *DECK cards, needed for UPDATE source code management,
to Fortran source files which lack them.  The module names are provided by
UPDTSC, based on the content of the Program, Subroutine, Function or BlockData
cards.  UPDTSC prompts for the names of the input and output files.
