C Swing is distributed in parts so that you may just get what you want:

CSWING_Vnnn_SRCDOC.ZIP - includes all sources (including documentation
                         sources) that you would need to build C Swing
                         from scratch using either:
                                      VAX C on OpenVMS VAX
                                      DEC C on OpenVMS AXP
                         Just execute BUILD.COM; it will use MMS if it's
                         available.

CSWING_Vnnn_VAXEXE.ZIP - includes executables, help library, and manual
                         for running under OpenVMS VAX.  This is all you
                         need to actually use C Swing and MOST on a VAX.

CSWING_Vnnn_VAXOBJ.ZIP - includes the object files in case you don't have
                         VAX C and need to re-link for an older version
                         of VMS.

CSWING_Vnnn_AXPEXE.ZIP - includes executables, help library, and manual
                         for running under OpenVMS AXP.  This is all you
                         need to actually use C Swing and MOST on an AXP.

CSWING_Vnnn_AXPOBJ.ZIP - includes the object files in case you don't have
                         DEC C and need to re-link for an older version
                         of VMS.
