This is an ethernet monitor program by Andy Pavlin. A minor mod,
ETHERMON_S, is different only in that it delays .05 seconds between
each Ethernet read to limit the number of buffered I/O per second
done by the program. This is essential on slower VAXen that are also
on busy Ethernets.
