This isn't a perfect solution, but I wrote a cross assembler that runs on 
a PC. I wrote it to support our product, the Osprey, which is a PDP-11 in 
a PC. That may also fit your needs. Feel free to use the cross assembler 
if it works for you. (The cross assembler does _not_ support overlay 
files.) Also, you may want to browse about the Osprey.
